The competition seeks a design team to create two new flagship ‘Centres of Competence’ – one on an empty, undeveloped plot and the other by transforming an existing technical secondary school. Exact details of the brief and site locations will be shared with shortlisted teams.

The project – supported by Egypt’s Ministry of Education and Technical Education and Germany’s KfW Development Bank – is part of plans to introduce a new ‘comprehensive approach’ to the design of new facilities within the technical education sector.

According to the contract announcement: ‘Programme measures will include the design of two Centres of Competence (CoC) and explicitly no construction supervision.

‘The interventions will be implemented in 2 locations: A new and empty land and in an existing public Technical Secondary School (TSS) which shall be transformed into a CoC by integrating a number of existing structures and adding new building components as necessary.

‘Interested applicants should clearly state the CoC for which they are interested to submit their application (CoC1 for the one in new land or CoC2 for the one in existing school). A separate shortlist will be established for each CoC separately.’

Founded in 2007, the Misr El Kheir Foundation is a non-profit development institution set up to promote improvements in health, education, scientific research, quality of life and social cohesion across Egypt.

Key aims of the organisation include reducing poverty, illiteracy, unemployment and disease. The latest contest comes seven years after Weston Williamson + Partners won an international competition for a new 125,000m² Science City near Cairo.

Round one applications will be evaluated 50 per cent on experience of similar projects, 45 per cent on capabilities of the team and 5 per cent on concision and relevance to the project.

Between five and eight shortlisted teams will be invited to submit preliminary designs during the competition’s second round.
